TRANSPORTATION DEVELOPMENT PLAN
Tillamook County Transportation District conducted an 18-month planning process to develop a Long Range Transit Development Plan (LRTDP) for the Wave services. The purpose
the LRTDP was to better understand existing and future transit needs, and provide alternatives to address those needs.
The Planís Team guided the preparation of six technical memoranda in coordination with the Transit Plan Advisory Committee (TPAC) and community meetings. These
interactions helped guide the development of the Transit Development Plan as well as build the necessary consensus and support.
Each technical memorandum informed the TDP, and focused on different topic areas.Ē
Existing System Analysis
This memorandum inventories the existing Tillamook County Transportation District (TCTD) transit system and discusses its current performance. The purpose of the existing conditions inventory and performance evaluation is to document the baseline transit service within the TCTD service area. The information presented herein was obtained and assembled via a number of data sources
provided by TCTD, Tillamook County, and the Oregon Department of Transportation (ODOT). The majority of the inventory and analysis results are presented in figures and tabular form with supplemental text provided as needed. Future work within this Transit Development Plan (TDP) update will identify potential policies and projects to improve the existing and future transit system.
Updated Goals, Objectives, Strategies and Action Items
TCTD provides six fixed-route bus services, dial-a-ride service within the county, and service into adjacent counties via agreements with the adjacent transit providers, including service to Cannon Beach in cooperation with the Sunset Empire Transit District, service to Lincoln City in cooperation with the Lincoln County Transportation Service District, and intercity bus service to Portland and Salem.
This memorandum provides guidance to TCTD for how to update the Business Plan and shift their focus to new opportunities that will help achieve their mission and vision.
Land Use Impact on Future Transportation Needs
Memorandum #1 evaluated the existing Tillamook County Transportation District (TCTD) transit system. In support of this effort, three surveys were completed: an on-off study, an onboard customer survey, and a Title VI services survey. Existing transit data was collected, reviewed and analyzed. This memo addresses future conditions. It evaluates existing demographic and development trends and opportunities through review of U.S. Census data, plans, stakeholder interviews and tax-lot information. Based on this information and the transit market analysis in Memorandum #1, it identifies potential growth areas and projects to improve the transit system in order to better meet current and future needs.
The following memorandum provides a performance evaluation framework and an alternatives prioritization criteria tailored for the services provided by the Tillamook County Transportation District (TCTD).
Future Services Opportunities - DRAFT
This memo presents the service alternatives developed to guide the future of TCTD. The analysis documented in Memoranda 3 (Land Use Impact and Future Transportation Needs) and 4 (Evaluation Framework) provide the foundation for the service alternatives identified to address service gaps and needs.
Transit Benchmarks and Prioritization and Monitoring Program
This memorandum summarizes the existing TCTD performance measures and monitoring program. Furthermore, this memorandum recommends a performance measure package, based on Technical Memorandum 4, and associated benchmarks to help implement a more systematic and holistic monitoring program for TCTD.
Transit Development Plan
The purpose of the TCTD TDP Update is to develop a program of service improvement alternatives with a series of options to pursue over the 20-year horizon of the plan. The plan will include but is not limited to guidance to implement service modifications and guidance as to when to add bus stops, park-and-ride, or park-and-pool locations within the TCTD service area.
